BMHA Board of Commissioners Provides Update on Financial Concerns
Board confirms referral to HUD-OIG for criminal investigation. Considers additional organizational accountability measures.
October 30, 2026 | Butler County, Ohio — The Butler Metropolitan Housing Authority (BMHA/OneCanopi) Board of Commissioners today provided additional information surrounding the allegations of financial mismanagement that led to the termination of the former CEO on October 22, 2026.
After a more detailed review, the Board referred concerns about potential financial misconduct to the U.S. Department of Housing and Urban Development's Office of Inspector General (HUD-OIG) for a federal criminal investigation.
The Board’s review identified serious concerns about organizational expenditures and financial practices, including travel expenses such as airfare and lodging; entertainment expenditures involving food, alcohol, concerts, and other event attendance; along with vendor relationships that raise questions about potential conflicts of interest and procurement practices.
The Board takes its responsibility to safeguard public resources and maintain the trust of the residents and families who depend on BMHA seriously. The decision to refer these matters to federal investigators reflects the Board's commitment to ensuring that any allegation of potential wrongdoing is fully and independently investigated.
As previously announced, the Board has authorized an independent financial review of expenditures and vendor relationships. Additionally, the Board is evaluating further actions to examine how BMHA operates, how decisions are made, and how to implement stronger safeguards. The goal is to identify areas of concern and determine what changes may be necessary to strengthen the organization's accountability and transparency. Additional announcements regarding these efforts will be forthcoming.
"Accountability is more than responding to a concern. It means taking every step possible to determine what happened, why it happened, and what safeguards, oversight, and ongoing transparency are necessary to fulfill our responsibility to the people we serve," the Board said. "We are committed to taking the steps necessary to protect the integrity of BMHA and the important work our employees do every day."
